The Norwegian Environment Agency intends to enter into a contract with the Norwegian Institute for Bioeconomy (NIBIO) for the establishment of a map of natural forest. NIBIO will implement the assignment in cooperation with The Norwegian University of Life Sciences (NMBU). The Norwegian Institute for Natural Research (NINA) and the Natural History Museum (NHM) at the University of Oslo are also part of the cooperation for parts of the assignment. The assignment is for the establishment of a map of natural forest. The Norwegian Environment Agency and the Norwegian Agriculture Directorate have identified two sub-goals that shall be solved in the assignment: - Establish a first version of a publicly available map of natural forest. - Visualise the degree of natural forest proximity for all forests. There is a great need for research and development work to solve the two sub-goals in the assignment. This includes both development and comparing knowledge for a description of natural forest proximity and method development for preparing maps of natural forest and natural forest proximity. The contract has a clear predominance of development work. It is therefore clear new groundwork and falls under § 2-5 in the Public Procurement Regulations on exemptions for contracts for research and development services. The main product from the assignment is maps that will be made publicly available. This is an intention notice in accordance with the Public Procurement Regulations § 21-5 and § 25-3 with a 10 day deadline calculated from the day after this notice has been published. The contracting authority will not enter into a contract until 11 days after publication at the earliest.
