The Norwegian Environment Agency intends to enter into a contract with the Norwegian Institute for Natural Research (NINA) for a pilot on national condition accounts. The assignment is to develop a pilot on condition accounts that shall be included in the work with a national natural accounts. The work includes examining which indicators shall be used, developing scripts and comparing results in a pilot account for selected ecosystems. In addition an overview shall be made of data that can be used to assess the condition at the local level. The contract consists more or less exclusively of development work where new knowledge is developed. Developing or making condition accounts has never been carried out in Norway, and only in limited form elsewhere in Europe and the rest of the world. It is therefore clear new groundwork and falls under § 2-5 in the Public Procurement Regulations on exemptions for contracts for research and development services. The results of the assignment shall be published entirely. This is an intention notice in accordance with the Public Procurement Regulations § 21-5 and § 25-3 with a 10 day deadline calculated from the day after this notice has been published. The contracting authority will not enter into a contract until 11 days after publication at the earliest.
