Intention notice - Temporary agreement for consultants for error correction and configuration of an IAM system.

The contracting authority intends to enter into a contract with Advania Norway AS for the delivery of consultants on an hourly basis for error correction and configuration of the contracting authority ́s system for identity and access management (hereafter called the IAM system). The contracting authority is working on a new consultancy agreement that will include IAM consultants, but has a need for error recoveries and configuration of the system in the period until the new agreement is signed and new IAM consultants have been well into the contracting authority ́s system. The contracting authority ́s announcement comes under the exception from a competition in the procurement regulations §13-4 (b) (2). Based on a due diligence assessment, the contracting authority has concluded that it will not be technically possible for other suppliers to provide error correction and configuration of the contracting authority ́s IAM system in the period up until a new contract is signed. See the annex "Aktsomsvurdering for konsulenter for error recovery and configuration of IAM" for further information on the assessment. The contracting authority needs a temporary agreement for error recovery and configuration of the IAM system as awaiting a new contract for the hire of IAM competence. This agreement must be able to cover the period that the contracting authority takes to implement the new procurement, as well as the time it will take new IAM consultants to familiarise themselves with the entire contracting authority ́s system. The temporary contract is therefore required to have a duration of 1 year, with an option to extend the contract for 1 year if the new consultants see that they are unable to carry out assignments in the contracting authority ́s IAM system.
