Intention notice - upgrading of access control installations.

The Oslo National Academy of the Arts (henceforth referred to as KHIO) has an existing access control system that requires upgrading. KHIO intends to enter into a contract with Schneider Electric Norway AS (hereafter called Schneider Electric) for the upgrading of the existing access control system, cf. PPR § 13-4 letter b) no. 2. The reason that a procurement is not implemented is that there is only one tenderer who can deliver as the competition is impossible for technical reasons, cf. the Public Procurement Regulations § 13-4 letter b) no. 2. The access control system consists of the components listed below, and must be able to communicate with the owner ́s fire alarm centres, which are also given below. Current equipment/components: Access control system: Esmikko/Esmi Access Communication centres: ESMI AX600 Door nodes: ESMI DCU 605 and 601 Card readers: HID RPK 40 Relay module: IOU603 Glass break sensors: AlarmTech D700 Fire alarm centres: Type of fire alarm central: FXL-3Net, FX-Net, FXL-Net Operator panel: FXS-Net The contracting authority has carried out market surveys to clarify whether the current system can be operated and maintained by others. Feedback received by the contracting authority shows that individual components must be replaced, including door nodes and relay module. It will also be necessary to have two top systems in relation to access control and fire alarm centre, as opposed to a common one for both as the existing system supplier can offer. The market survey and the contracting authority ́s estimates do not give any basis for real competition or better results by holding a competition.
