KESKEYTYSILMOITUS: MLNRV3 (ARTIC X34) -raitiovaunun vaunuvälikaapelit

Pääkaupunkiseudun Kaupunkiliikenne Oy järjesti tarjouskilpailun RV Kalusto ja Varikko Oy:n toimeksiannosta MLNRV3 (Artic X34) -raitiovaunujen 700 000 km huollon vaununvälikaapeloinnin kokoonpannuista kaapelinipuista. Vaunusarjan koko on 70 raitiovaunua. Toimittajan tuli kyetä toimittamaan raitiovaunuun vaatimusten mukaisia, kokoonpantuja kaapelinippuja. Hankinnan kohde Hankinnan kohteena oli MLNRV3 (Artic X34) -raitiovaunujen kokoonpantujen vaunuvälikaapelien toimitukset, sisältäen seuraavat osa-alueet: - Signaalikaapelit - Tehokaapelit Arvioidut toimitusajankohdat ajoittuivat vuosille 2027–2030. Hankintayksikkö havaitsi tarjouspyynnössä seuraavan virheen, jota ei voida korjata keskeyttämättä hankintaa, ja julkaisematta uutta hankintailmoitusta. Hankintayksikkö huomasi, että tarjouspyynnön liitteistä puuttui sopimusluonnos, joka sisältää hankintaan kuuluvat keskeiset ehdot. Sopimusluonnoksen lisääminen olisi olennainen muutos tarjouspyyntöön, joten virhettä ei voida korjata menettelyä jatkamalla. Siten hankinta tulee keskeyttää ja käynnistää uusi hankintamenettely. Edellä mainittuun viitaten on hankintayksiköllä lainsäädännön tarkoittama perusteltu syy hankinnan keskeyttämiselle. Ratkaisu ei siten vaikuta syrjivästi tarjoajiin. Hankintamenettely aloitetaan myöhemmin uudelleen alusta julkaisemalla sitä koskeva uusi hankintailmoitus Hilma-ilmoituskanavassa ja TED-palvelussa. Subject of the procurement The subject of the procurement was the delivery of assembled inter-car cables for MLNRV3 (Artic X34) trams, including the following components: - Signal cables - Power cables The estimated delivery dates were between 2027 and 2030. The procurement unit identified the following error in the invitation to tender, which cannot be corrected without interrupting the procurement procedure and publishing a new contract notice. The contracting authority observed that the draft contract, which contains the key terms relating to the procurement, was missing from the appendices to the invitation to tender. Adding the draft contract would constitute a material change to the invitation to tender, and therefore the error cannot be corrected by continuing the procedure. Consequently, the procurement must be interrupted and a new procurement procedure initiated. With reference to the above, the contracting authority has a justified reason within the meaning of the legislation to interrupt the procurement. The decision therefore does not have a discriminatory effect on tenderers. The procurement procedure will be restarted at a later stage from the beginning by publishing a new procurement notice concerning it in the Hilma notification channel and in the TED service.
