KS Digital AS invites tenderers to a competition for the procurement of a project manager for the project grant management. The aim of the project on grant management is to create a new digital service for grant management for use in the public sector. A prioritised task is to replace the current Regionalforvaltning.no owned by the Ministry of Local Government and District (KDU) and operated by an external supplier. Grant management is the administration of grant schemes and individual grants, and includes, among other things, the announcement, case handling, award, control, follow-up and assessment of goal achievement. There are a number of different forms of grants to be given. The transfers include grants to municipalities and counties, grants to private persons (often rights based), grants to the health companies as well as grants to others (a multifarious group). The new service shall provide a significantly better and seamless work flow through standardisation, streamlining and automation. The service shall also contribute to increased transparency in the use of grant resources. The project organisation was established in autumn 2024. In the first phase the project has gathered insight, carried out market dialogue, prepared architectural sketches and anchored elections in the municipal sector. The technical development of the service will start in Autumn 2025 and the project organisation will be expanded. KS Digital currently has a hired project manager for project grant management, and this contract expires in June 2025. See the procurement documents for further information.
