The nature of the contract concerns the awarding of a scheduled public transport service. This is not a simple supply of vehicles, but the full management of a mobility system that includes: Transport Operations: Vehicle operation and physical transport of passengers along established routes. Commercial Management: Ticket sales (ticketing), fare evasion control, and marketing. Maintenance: Care of vehicles (buses, trams, etc.) and, often, infrastructure (stops, bus stop poles, depots). User Information: Communication of timetables and complaint management. 2. Quantity of the Subject Matter (The "How Much") The quantity is defined in the Service Contract through precise numerical parameters, which are essential for calculating the financial compensation: Vehicle-Kilometers (veh-km): The primary unit of measurement. it indicates the total number of kilometers that vehicles must cover annually (e.g., "500,000 km/year"). Service Plan (or Operating Program): The list of lines, number of daily trips, and frequencies (e.g., one trip every 30 minutes). Fleet Sizing: The minimum number of buses required to operate the service, including backup vehicles. Territorial Scope: The exact perimeter of the areas to be served (e.g., urban center only or including suburban districts).
