Metroselskabet is tendering for technical consultancy on Transportation System for the new M5 line in Copenhagen. The M5 alignment shall be underground from CMC via Lergravsparken to the end shaft at Vester Søgade, and from Lergravsparken to v/Prags Boulevards Øst. The alignment shall transition from underground to elevated via ramp just north of v/Prags Boulevards Øst and be elevated from the ramp to v/Refshaleøen and on Lynetteholm. From Lynetteholm the alignment shall transition to underground and extend to a station at Østerport with an end shaft located in Øster Anlæg. Additionally, the branch to the CMC is underground with a Bifurcation located near Jenagade or in connection to the station Lergravsparken, the alignment has a ramp to surface on Prøvestenen. The M5­project has been divided into the following phases: Fase 1: Programme Study (in Danish udredningsfasen) Fase 2.1: Concept Design and EIA Fase 2.2: Reference Design Fase 3: Tendering Fase 4: Construction Fase 5: Operation Furthermore the project consists of the following consultancy contracts: ­ M5 ØHA Civil Works, Environmental Impact Assessment (EIA) and utilities for phase 2.1­4 (the contract is awarded to a joint venture consisting of COWI A/S and Arup Denmark) ­ M5 ØHA Transportation Systems consultancy for phase 2.1 (The contract was awarded to Rambøll Denmark, and the work performed by Rambøll is the basis for this tender) ­ M5 ØHA Assessor (currently in tender procedure) ­ M5 ØHA TS­ consultancy for phase 2.2­4 (with phase 4 being an option, please refer to ABR18 Contract Draft doc.id. M5-MS-GEN-GOH-CON-AGR-000001. Metroselskabet is tendering for a Transportation System (TS) consultant to assist Metroselskabet with TS. As part of the M5 project, Metroselskabet will at a later stage tender out construction contracts for both civil works and the transportation systems. To secure the independency of the consultants involved in the project, the tenderer awarded the TS-consultancy contract (this tender) cannot also act as an consultant for the Civil Works Contractors and/or the Transportation Systems Contractors. This is primarily due to the scope of work / services for the TS-consultant which includes an obligation to deliver consultancy services related to the preparation of the tender for the Civil Works Contractor and the Transportation Systems Contractor, including assisting Metroselskabet with the evaluation of the tenders received in those tender procedures. To secure the principles of equal treatment and transparency in both this tender procedure and the upcoming procedures, Metroselskabet has therefore included in the consultancy agreement a contractual obligation to refrain from working for the Civil Works Contractor and the Transportation Systems Contractor. The TS-­consultancy contract entails services such as: ­Railway Infrastructure such as: ­ Automatic Train Control ­ Platform Screen Doors ­ Passenger Security and Information System ­ Supervisory Control and Data Acquisition (SCADA), including local SCADA ­Control Centre ­Transmission System ­Radio communication System ­ Intrusion Detection and Access Control Systems ­Operation Maintenance supplies ­Track ­Power The TS­ Consultancy contract for phase 2.2­4 also includes reference design for the Control and Maintenance Centre (CMC) Please refer to roject and Work Description, doc. id M5-MS-GEN-Gen-CON-REP-000003 for a more detailed description of the services included in the TS-­consultancy contract. In 2016 Metroselskabet (the Client) became a signatory to the UN Global Compact and developed our Corporate Social Responsibility (CSR) policy based on the United Nation’s Sustainable Development Goals (UNSDGs); with a focus the health and safety and working conditions of the people carrying out the construction, the environmental impact of the construction and the environmental impact operation of the existing lines. This approach has resulted in significant improvements in the safety on the metro construction sites. Following this success, the Client will now be focusing on improving other aspects of future metro lines. Using the UNSDGs as a basis, 4 main project objectives have been defined with the objective to minimize negative impact and maximising the positive impact of the project. ∙1) Reduce the use of resources and climate impact. Metroselskabet has an ambition to reduce the carbon footprint from future metro lines with 50% compared to the existing metro. ∙2) Improve passenger experience and operational robustness. The Copenhagen metro run with a low amount of carbon pr. passenger kilometer, mainly because it is electrically powered, and many people prefer to use the metro when using public transportation. Operational robustness and reliable service is therefore an essential aspect of sustainability. 3)∙ Improve safety and working environment. Everyone should be able to work without accidents or injuries, both in construction and operations of the new metro line. ∙ A contribution to the city: A new metro line should physically meet and connect with the city in a way that creates urban space quality and leave space for increased urban biodiversity.
