Mapping and evaluating cross sectoral cooperation between the labour market, education and health sector for young people who are not in work or education.

Young people who are out of work and education are a heterogeneous group with different needs and prerequisites. Persons in this group who are registered in the Norwegian Labour and Welfare Administration, with a need for work orientated assistance, often need services from different sectors. Research shows that coordination across sectors is necessary to get young people with a compound need for assistance in ordinary, paid work. This often involves support and follow-up from different parts of the auxiliary apparatus, and preferably at the same time. The Ministry of Labour and Inclusion needs more knowledge on systematic cooperation in the triangle's work, education and health and therefore wants more knowledge on the local trilateral cooperation between the NAV office, the health and education sector. The aim is to strengthen the knowledge basis and contribute to professional and policy development and strengthening the efforts in this area, i.a. connected to the youth guarantee in the Norwegian Labour and Welfare Administration. The contract has a time frame from signing the contract to the delivery of the final report by the end of January 2026, and has a total financial limit of up to NOK 2.0 million excluding VAT.
