Market dialogue: Framework agreement shelter terminals

Vestland County will, in the period 2026-2034, develop several public transport terminals in Vestland County. These are mostly terminals for bus transport, but it may also be relevant to develop ferry and light rail terminals. Several projects have already been affirmed, including financing, whilst other projects are uncertain as to when and to what extent the terminals can be developed. The county is working here to get an overview of relevant projects, actual project period and the likelihood of execution. A framework agreement shall be signed with one supplier for the establishment of shelters for future development of terminals and ferry quays. In some of the future projects it may be necessary to establish toilet facilities and break rooms in addition to shelters. So that the framework agreement can cover the construction of approved projects as well as any future projects, the contracting authority will use a contract length of up to 8 years. The contracting authority would like call-offs on the framework agreement to have different execution models such as execution contract, turnkey contract and interaction contract, depending on which contract form is best for the given call-off. Vestland County Council invites suppliers to a market dialogue for interested suppliers. The objective of the dialogue is to inform about the procurement and get input from the market for the competition and the process. The market dialogue will be carried out in two parts; a market conference will be held via Teams Monday 24 March from 14:00 to 15:00, where the contracting authority is reviewing the project and sketching challenges and alternatives that we would like feedback from suppliers on – in particular regarding the contract model, safeguarding the environment and the contract length. On Wednesday 26 March from 09:00 to 16:00, individual 1-1 meetings will be held with suppliers who register their interest. Each 1-1 meeting will last up to 45 minutes. There is primarily room to hold six 1-1 meetings. If the Contracting Authority receives the request for 1-1 meetings from more than six suppliers, an assessment will be taken as to whether further meetings are needed. The objective of the meetings is to get good input from suppliers on sketched challenges and alternatives, as well as any other input to the project and the procurement process.
