Justification for the direct purchase. The justification must be based on one of the preconditions mentioned in the procurement act (1397/2016).( 40§, 41§, 110§, 119§). 40§ 2) only a certain supplier can implement the procurement for a technical reason, or for a reason related to protecting an exclusive right; it shall be a further condition that there are no reasonable alternatives or substitute solutions, and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement. The FinTIMS consortium requires a metal-free clean room facility with a maximum clean-room quality of ISO Class 3 or better. In order to satisfy the scientific needs targeting ppt level analytical methods with ultra-trace and isotope analysis we require a metal-free, acid-resistant clean room with minimized dust particle introduction. The laboratory will involve a metal-free clean room, gowning room and weighing facility and an instrument room which requires temperature stability of ±1°C/day, humidity between 40-70% with no condensation (heat output of the instrument 3.5kW, max. 5.5 kW during backout), the instrument site must be free of interfering electromagnetic fields, the maximum acceptable field amplitude (AC) for any frequency is 5 × 10-6 T (50 mG). For maximum scientific success we require a solution that involves an integrated, metal-free clean room solution with walls, furnishings, media and clean air supply, ventilation and control system integrated into the building control system. The materials involved in the metal-free in-room clean room solution must involve acid resistant, metal free polymer materials (OO, PTFE, PPMA, PE, PVDF and PFA). The clean room laminar flow units should be made of high-strength, crystal-clear PET, door elements and furniture must be manufactured from polymers. Suspended ceilings, interior walls and the room-in-room structure should be made of sandwich elements with pore-free GFK/GELCOAT surface coating. The metal free equipment must comply with the safety specifications for retention and air exchange capacity (ISO 14175), the clean room class inside the metal free workstations must have ISO14644-1 class 3 or better. The air handling system (including air recycling) must integrated into the entire control system, HVAC system with HEPA filtration, water treatment, electrical supply and exhaust air purification. The clean room requires a smart and efficient clean room control system including different ventilation modes (e.g., holiday and night operations) and remote control for external maintenance and servicing. Based on our market research there is only one single company in Europe providing metal-free clean room facility modules as room-in room and key-ready solution. The integration of media and air handling with the laboratories is a standalone trademark of SerWarTec.
