Metrolink vehicle safety features for all construction and logistics activity involving HGV usage during the programme: • M100 – Advance Works (Land access and clearance, Archaeology, Utilities, environmental monitoring and sewer alignment works). • M300 – Enabling Works (Glasnevin Station, O’Connell Street Station Box, Irish Rail Glasnevin Interface and ESBN HV MV connections). • M400 - Main Civils Works – (M401 Civil Works Southern Section, M402 Civil Works Northern Section). • M500 – DBFOM (Public Private Partnership) for station fit-out, provision of rolling stock and rail systems, commissioning and operation of passenger services. Metrolink will require extensive deployment of Heavy Goods Vehicles (HGVs of all types from 3.5T to >12T) to support a wide range of activities, including deliveries, disposal and site servicing. Given the scale of operations, it is essential to ensure vehicle compliance with the European Union General Safety Regulations (EU GSR) from July 2024. A significant proportion of the HGV fleet in Ireland does not meet these standards, primarily due to manufacture and registration dates prior to July 2024. Although there is no national legal requirement to retrofit legacy vehicles within the Irish fleet, deploying large numbers of HGVs that are not fitted with the latest vehicle safety technology represents a significant hazard to vulnerable road users (both workforce and the general public). This presents an unacceptable risk to the programme which seeks a zero-tolerance approach to vehicle safety, to protect vulnerable road users both on and off various construction sites, zones and public roads. Metrolink and Transport Infrastructure Ireland (TII) have identified three key vehicle safety systems that must be adopted on HGVs in use across the programme, to significantly reduce risks to vulnerable road users and improve overall safety across project sites: • Reversing Detection (RD) • Blind Side Information Systems (BSIS) • Moving Off Information Systems (MOIS) EU Regulation 2019/2144, the General Safety Regulation (GSR), sets mandatory standards for vehicle safety by requiring new vehicles to have advanced driver-assistance systems (ADAS) and meet specific performance criteria. From 2024 all new HGV (N2/N3) must have the following fitted as standard: • Intelligent Speed Assistance • Blind Spot Information System • Advanced Emergency Breaking System • Reversing Detection • Moving Off Information System • Tyre Pressure Monitoring System • Alcohol Interlock Installation Facilitation • Driver Drowsiness and Attention Warning
