Modernisation of KS Learning

KS-Digitale Fellestjenester AS (KS-DIF) currently offers the service KS Learning; an LMS platform that enables the establishment and sharing of courses and events for municipalities and counties in Norway. KS Learning plays an important role in supporting municipalities and counties in their responsibility to facilitate their employees ́ competence development. Today KS Learning is built on the free version of Moodle, which is a learning system based on open source code. It consists of a large number of special adaptations, which makes the maintenance work demanding in addition to the cure platform becoming less user friendly and flexible. The service is actively used by more than 200 municipalities, 2 counties and several government actors (hereafter also called the 'customer'). There are a total of approx. 500,000 users on the platform. Appendix 6 states the number of log-ons and activity during a 1 year period. The project 'Modernisation of KS Learning' aims to offer a more user friendly and modern competence raising portal for municipalities/counties in Norway. In autumn 2023 an insight work was carried out that mapped how the customers and users are experiencing the existing system and what needs they have for QA Learning in the future. This work shows that the users want a more user friendly system. A technical analysis was also carried out of the current KS Learning, which concluded that upgrading the current platform is difficult to implement. Based on these findings, a decision was made to implement a project to modernise KS Learning and that it was necessary to procure a new platform for KS Learning in order to achieve the project ́s aims.
