Předmětem soutěže je návrh architektonického řešení fotbalového stadionu pro FC Baník Ostrava, a.s., který bude splňovat kritéria UEFA pro nejvyšší kategorii stadionu umožňující pořádání mezinárodních utkání ve všech kategoriích kopané. Hlavním důvodem realizace je současné nevyhovující zázemí na atletickém stadionu a současně také potřeba města disponovat moderní sportovní infrastrukturou. Novostavba s výrazným nadregionálním přesahem má přiblížit hru fanouškům a vytvořit podmínky pro co nejlepší divácký zážitek. Stane se také dějištěm pro utkání české fotbalové reprezentace. Současně se tým vrátí na místo svého dlouholetého působení, které má výjimečnou topografii nad centrem města a velmi dobrou dostupnost městskou hromadnou dopravou. Spojení místa, do kterého se otiskla historie klubu, s jeho budoucností, dává předpoklad k vytvoření nové městské dominanty. Součástí stavby bude také muzeum FCB, které by se spolu s retailovými a gastronomickými zařízeními mělo stát přirozeným místem návštěv nejen obyvatel regionu, ale také jeho návštěvníků. Zadavatel od projektu očekává realizaci stavby splňující soudobé požadavky environmentální, provozní nebo na přístupnost, která se začlení do okolního urbánního prostředí. Předpokládá se, že nový stadion bude certifikován dle standardu BREEAM a bude demonstrovat nejnovější poznatky a technologie v oblasti udržitelnosti a energetické účinnosti. Provozní řešení a zázemí má umožnit zažít fotbal všem bez ohledu na věk nebo handicap a také co nejvolnější pohyb po stadionu. Předpokládaná výše investičních nákladů na realizaci stavby činí 2,5 mld. Kč bez DPH (tato částka nezahrnuje náklady na demolice stávajících staveb tréninkového centra). The subject of the competition is the design of an architectural solution for a football stadium for FC Baník Ostrava, a.s., which will meet UEFA criteria for the highest category of stadium enabling the organisation of international matches in all categories of football. The main reason for this project is the inadequate facilities at the current athletics stadium, as well as the city’s need for a modern sports infrastructure. The new stadium, with significant, larger-than-regional importance, aims to bring the game closer to the fans and create the best possible spectator experience. It will also serve as a venue for matches of the Czech national football team. At the same time, the team will return to its historic location, which boasts a unique topography above the city centre and excellent accessibility by public transport. The combination of this historically significant site with the club’s future offers the potential to create a new city landmark. The building will also include an FCB museum, which, along with retail and dining facilities, is intended to become a natural gathering place for both local residents and visitors to the region. The contracting authority expects the project to result in a structure that meets contemporary environmental, operational, and accessibility standards, integrating seamlessly into the surrounding urban environment. The new stadium is expected to be certified according to the BREEAM standard and will showcase the latest advancements and technologies in sustainability and energy efficiency. Its operational design and facilities will allow everyone, regardless of age or disability, to fully experience football, while also striving for unrestricted movement throughout the stadium. The estimated amount of costs for the implementation of the construction is CZK 2.5 billion without VAT (this amount does not include the cost of demolition of existing training centre buildings).
