This is a call for a technical dialogue for the procurement of a solution for supervision of electronic remote exams to Laurea University of Applied Sciences and Turku University of Applied Sciences needs. Laurea University of Applied Sciences is responsible for the procurement and the procurement will be carried out as a joint purchase. This notice is not a pre-notice, a procurement notice, an invitation to tender nor an invitation to a negotiation procedure nor will this publication of a notice open a call for tenders. The aim of this call for technical dialogue is to identify potential service providers for online exam proctoring solution, that allows to monitor students performing exams regardless of their location. The online exam monitoring is based on the video/screenshots and audio material recorded and stored by the system. The procurement does not include a personal live monitoring service by the supplier or the use of artificial intelligence to monitor/check and identify suspected fraud. The saved records produced by proctored exams will be saved and handled in EU/ETA area. The purpose is to purchase ready-made SaaS solution. The service provider is expected to also offer deployment and maintenance of the solution as well as support services. Solution’s minimum language requirement is English. Online exam proctoring solution should include at least essential technical requirements: - The solution should be accessible on various devices and be supported various operating systems (Windows, macOS, iOS, Android, Linux). - Compatibility with commonly used web browsers should be ensured. - Authentication and Identity Verification are required. - Integration capabilities with learning management systems (LMS) or exam platforms. - Detailed reports on test-taker behavior, suspicious activities, and proctoring results. - User-friendly interface and clear instructions for both test-takers and proctors. - Ability to handle a large number (around several hundred up to 1000) of concurrent exam sessions during peak periods. The contracting authorities may use the technical dialogue responses in the planning of a future procurement. Responding to the call for the technical dialogue and participation in a dialogue is not a prerequisite for participation on any future tendering process, nor is it binding the participants involved. Participating to a potential future tendering process does not require giving information to this request. No compensation will be paid to those involved in the dialogue. This call for technical dialogue does not oblige the contracting entity to carry out the procurement. The description of the procurement presented in this call for a technical dialogue and the preliminary documents, and the estimated publication date of the procurement notice are indicative information and can be subject to change. Potential service providers interested in participating in the dialogue are kindly asked to register via email as soon as possible and at latest by Monday, October 7th, 2023 at 23:59 (EET). Send the name and contact details of the interested service provider to maritta.voutilainen@laurea.fi. Use a reference "TD for an Online exam proctoring system" and the company name as the subject of the email. The service providers may register in Finnish or English. Potential service providers may receive indicative procurement materials by email for their review and comments. The material will be sent for comment in week 41.
