Operation in 2025 of the NERVE model for calculating emissions from road traffic in municipalities.

The Norwegian Environment Agency (the contracting authority) intends to enter into a one year individual agreement with Stiftelsen NILU for the operation of a model for calculating emissions from road traffic for climate gas accounts for municipalities. The contract shall cover the operation and any necessary further development of the model NERVE ("Norwegian Emissions from Road Vehicle Exchaust") for 2025, including submitting updated figures to the Norwegian Environment Agency ́s publication of climate gas accounts for municipalities in 2025. After an open tender contest in 2021, a framework agreement was signed with NILU to operate and further develop NERVE, and this contract expires in April 2025. In 2025 the Contracting Authority prioritises operation and updating of the model, not major further development projects. A tender contest will not be held for this individual agreement, as the assignment is based on methods and tools developed by NILU (as described in NILU report 40/2024) and requires in-depth knowledge in the NERVE model. According to the contracting authority ́s assessment, it is highly likely that NILU would have been the winner of any tender contest for a contract for one year, and that the limited length and scope of the agreement makes any tender competition uninteresting for other suppliers. The contracting authority will have a dialogue with the market in 2025 and announce a new procurement for a more long-term framework agreement for calculating emissions from road traffic for climate gas accounts for municipalities. This is an intention notice in accordance with the Public Procurement Regulations § 21-5 and § 25-3 with a 10 day deadline calculated from the day after this notice has been published. The contracting authority will not enter into a contract until 11 days after publication at the earliest.
