The competition is for a collaboration contract for the establishment of an operational facility at Langgrunn in Horten. The procurement ́s value (The contract cost) is estimated to approx. The value is an estimate and is not binding for the contracting authority. The procurement shall cover the contracting authority ́s need for a turnkey contractor, with his contractual partners for engineering design, construction and trial operation, in the interaction and execution phase. The transition from phase 1 to phase 2 - i.e. from interaction to contract - assumes that the contracting authority triggers the option for Phase 2. See the procurement documents for further information. A preliminary project has been carried out and a draft has been drafted for a solution. Emphasis is put on the fact that the drawing is preliminary work and ideas. The same is all the attached requirements that are not induced by the laws and regulations that the municipality is obliged to follow. Within these limits, the turnkey contractor is free to propose other solutions than what is described. The contracting authority is aware that there is contradiction in parts of the substrate. An interaction shall be made to arrive at the final solution. The work is framework session and we shall aim to adapt the final solution to the drawing, so that there is no need to send a completely new framework application. The contracting authority reserves the right to cancel the competition, in connection with, among other things, budgetary coverage and political approval by Horten municipal council.
