Overhead transmission line conductors 2024-2028

Fingrid Oyj, the Finnish national power transmission system operator, is planning to build several new overhead transmission lines (OHTL) during 2024...2028. The construction of new lines is part of large investment program to reinforce the grid and make fossil-free transition of electricity system possible in Finland. The lines will be designed and built for voltage levels 400 kV and 110 kV. The construction of OHTLs, including stringing of conductors, will be performed as turnkey contracts by specialized transmission line construction contractors employed separately by Fingrid. However, outside of these contracts is delivery of conductors, which Fingrid will procure by himself. The total amount of conductors needed during 2024...2028 is about 30 000 metric tons. Fingrid has standardized conductors: ACSR Finch 565/72 for 400 kV lines and ACSR Duck 305/39 for 110 kV lines. In addition AACSR Sustrong 106/25 is used as earth wire for both 110 kV and 400 kV lines. Standardized drum lenghts will be used: 3000 m for Finch, 4500 m for Duck and Sustrong. Fingrid plans to divide the deliveries to 2 to 4 manufacturers. With this invitation to participate in prequalification Fingrid Oyj is looking for capable and interested applicants to provide the needed conductors. Applicant shall have substantial experience in manufacturing and delivery of ACSR and AACSR conductors, have in his own full control (including ownership) needed manufacturing capacities and have competent resources for design, manufacturing, testing, packing and logistics of conductors. These resources include both personnel and needed equipment. The delivery of conductors including - procurement of needed raw materials and/or semi-products, - actual manufacturing and packing, - factory acceptance testing and related documentation, - all organizational work needed for logistics including transportation from factory up to unloading of conductor drums at the construction site warehouse, shall be understood as one whole. In Fingrid's operating model, the network of service and material suppliers as well as good co-operation between different contractual partners are especially important. We require all our contractual partners to be aware of Fingrid’s significant duties as responsible transmission system operator in Finland and to commit to responsibility of the economic, social and environmental impacts in their operations. One expression of that is Tenderer's firm commitment to Fingrid's Supplier Code of Conduct (SCoC) covering also the Tenderer's whole supply chain. Prequalification will be performed by Fingrid based on the information supplied by the Applicants, supplemented if needed by Fingrid by clarification meetings after submission of applications. As a result of the prequalification Fingrid will select Applicants who will be subsequently invited to submit commercial tenders. The Applicants that have shown their interest but are not selected for commercial phase will be informed. Before issuing the commercial tender enquiry Fingrid will arrange with each of the selected Applicants a clarification meeting to present detailed information on the scope and contents of the contract, requirements, award criteria etc. Negotiated procedure will be applied in the procurement for this Contract. The procurement shall be in compliance with the regulations and procedure set forth in the Finnish legislation applicable for public procurements for energy sector (in particular, the Act on Public Procurement concerning Units Operating within the field of Water and Energy Service as well as Traffic and Postal Service (1398/2016, as amended)).
