Parallel framework agreements for consultancy services within management and evaluation.

The Norwegian Directorate for Children, Youth and Family Affairs (henceforth referred to as the Contracting Authority) intends to enter into parallel framework agreements with two sub-contracts; one for management and one for evaluation. The contracting authority mainly has a need for external consultancy services and consultancy assignments within the disciplines of management and evaluation. The contracts shall cover the need for competence that the contracting authority does not have access to in their organisation or where external assistance is required. There can be a need for both a consultancy team and individual consultants, and the assignments can be short- and long-term. The aim of the procurement is to ensure that the contracting authority has access to consultants with the right competence at the right time, at the right price and when the need is present. The contracting authority would like to enter into framework agreements with 3-5 tenderers per sub-contract, who have good competence in the contracting authority ́s disciplines and public administration. Tenderers are encouraged to submit tenders for both areas, but this is not required.
