Introduction The purpose of this Prior Information Notice (PIN) is to inform the market of a planned procurement process by CIÉ to appoint a System Implementor for the proposed upgrade of the existing SAP ECC6 solution to SAP S/4 HANA Cloud across the CIÉ Group of companies, comprising CIÉ Holding Company, Iarnród Éireann (IÉ), Bus Éireann, and Dublin Bus. Please note that this PIN is for information purposes only. It is not a call for competition, and no tender documents are available at this stage. Background SAP ECC6 is the version of SAP ERP software that currently supports CIÉ’s Finance and Enterprise Asset Maintenance (EAM) processes thereby performing a critical role in ensuring the safety and reliability of the Group’s railway and bus operations. ECC6 is used by 1500 users across the CIÉ Group. In February 2020, SAP announced that mainstream maintenance for ECC6 will cease at the end of 2027. Therefore, in order to minimise the risk and disruption of this decision and to facilitate an efficient and seamless upgrade of the current system to SAP S/4 HANA Cloud, it is proposed to engage an experienced systems implementation partner Córas Iompair Éireann (CIÉ) is publishing this PIN to inform the market of its intention to publish a Contract Notice and corresponding Pre-Qualification Questionnaire (PQQ) in the Official Journal of the European Union in December 2024 to launch a tender competition using the Negotiated Procedure to appoint an experienced and qualified systems implementation partner. It is envisaged that this partner will be instrumental in project planning, migration, customisation, testing, and post-go-live support, ensuring best practices are adhered to throughout the upgrade. The Systems Implementor will support CIÉ in deciding on the most appropriate hosting approach and in procuring the necessary licences and cloud infrastructure services.
