The purpose of the PMC is to comply with the principles of public procurement: 1. Preparing and informing the market and potential bidders about the planned public procurement for the above-mentioned contract; 2. Identification of the range of presumed suitable suppliers in the market; 3. Obtaining and evaluating feedback from potential bidders who participate in the pre-market consultation; 4. Confirmation of the availability of technical solutions meeting the quality requirements for the subject matter of the work; 5. Confirmation of the implementation solutions of the subject matter of the work under the valid license; 6. Identification and assessment of potential risks during the implementation of the different technical alternatives; 7. Verification of the realism, objectivity and reasonableness of the requirements for the performance of the subject-matter of the contract with relevant and experienced economic operators, so that the subsequent procurement promotes open competition; 8. Formulating commercial terms and conditions to allow all suitable suppliers to bid; 9. Identification of requirements that could hinder the submission of a tender; Brief description of the subject-matter of the contract and of the PMC: The objective of the project is the supply, construction and commissioning of a battery storage system (BESS) with an installed capacity of 89 MW (+/- 2 MW) in two units of 2 x 44.5 MW and a total capacity of 178 MWh (+/- 4 MWh), on the existing site of the Slovak Power Plants, where the capacity of the storage system must be twice the installed capacity. The construction of the battery storage facility will be carried out on a plot of land owned by the investor, built-up area and courtyard. The parcel of approximately 8000 m2 is an irregular square with sides 97 m x 97 m, flat, with no existing buildings. Construction outside the marked area is not allowed. There is a sewer running on the northern boundary of the site at a distance of approx. 5-10m from the existing road, which must be retained. A container battery storage facility (containers, inverters, transformers, substation) will be located on the plot, while a new cable bridge of approx. 160 m is to be built, where the cable route will then be connected to the existing pipe bridge, while the cabling will be further routed for approx. 532 m to a newly built kiosk, where 2 reactors will be located. The total cable length between the substation and the kiosk with the reactors is estimated at approx. 692 m. From the kiosk, the power of each BESS unit will be fed through encapsulated conductors to two existing transformers, which are at a distance of 50 m and 103 m respectively from the future kiosk. The power of the BESS will thus be fed to the SEPS via the two existing transformers. The project includes the redesign of the protection of the existing transformers. Účelom PTK je v súlade s princípmi verejného obstarávania: 1. Príprava a informovanie trhu a potenciálnych záujemcov o plánovanom verejnom obstarávaní na vyššie uvedený predmet zákazky; 2. Zistenie okruhu predpokladaných vhodných dodávateľov na trhu; 3. Získanie a vyhodnotenie spätnej väzby od potenciálnych záujemcov, ktorí sa zúčastnia prípravných trhových konzultácií; 4. Potvrdenie si dostupnosti technických riešení spĺňajúcich kvalitatívne požiadavky na predmet diela; 5. Potvrdenie si realizačných riešení predmetu diela pri platnej licencii; 6. Zistenie a posúdenie možných rizík počas realizácie jednotlivých technických alternatív; 7. Overenie reálnosti, objektívnosti a primeranosti požiadaviek na plnenie predmetu zákazky u relevantných a skúsených hospodárskych subjektov tak, aby následné verejné obstarávanie podporovalo otvorenú hospodársku súťaž; 8. Naformulovanie obchodných podmienok, ktoré umožnia podanie ponuky všetkým vhodným dodávateľom; 9. Identifikácia požiadaviek, ktoré by mohli brániť podaniu ponuky; Stručný opis predmetu zákazky a PTK: Výstavba batériového úložiska (BESS) bude realizovaná na parcele vo vlastníctve Obstarávateľa, zastavaná plocha a nádvorie, extravilán. Parcela s výmerou cca 8000 m2 je tvaru nepravidelného štvorca s dĺžkou strán 97 m x 97m (obrázok nižšie), rovinatá, bez existujúcej zástavby. Výstavba mimo vyznačené územie nie je dovolená. Na severnej hranici pozemku je vedená vo vzdialenosti cca 5-10 m od existujúcej komunikácie kanalizácia, ktorú je nutné zachovať. Na danom pozemku bude umiestnené kontajnerové batériové úložisko (kontajnery, striedače, transformátory, rozvodňa), pričom je nutné postaviť nový káblový most v dĺžke cca 160 m, kde sa káblová trasa následne napojí na existujúci potrubný most, pričom kabeláž bude ďalej vedená v cca dĺžke 532 m do novovybudovaného kiosku, v ktorom budú umiestnené 2 reaktory. Celková dĺžka káblov medzi rozvodňou a kioskom s reaktormi je odhadovaná na cca 692 m. Z kiosku bude vyvedený výkon každého bloku BESS zapuzdrenými vodičmi na dva existujúce transformátory, ktoré sú vo vzdialenosti 50 m, resp. 103 m od budúceho kiosku. Výkon BESS bude takto vyvedený do SEPS cez dva existujúce transformátory. Súčasťou projektu je prerobenie ochrán existujúcich transformátorov.
