Prior information notice - Framework agreement for used furniture

Stavanger municipality will soon invite tenderers to a competition for a framework agreement for the purchase and delivery of used furniture. Three tenderers shall be awarded, which will be awarded assignments in prioritised order during the agreement period. In connection with the continual announcement of the framework agreement, Stavanger municipality has some questions regarding price and options for the delivery of used furniture with zero emission vehicles.1. Price: Stavanger municipality is considering to have fixed prices for the used furniture in the main assortment, with indexation once a year. The main assortment will make up the largest part of the procurements. The procurement price plus mark-up will apply to products in the B assortment (products that are included in the contract ́s extent, but are not included in the price form). Alternatively, Stavanger municipality considers to have a Procurement Price plus mark-up for all goods included in the contract. Due to the fact that used furniture is not a normal off-the-shelf, we want feedback on what is the most appropriate.2. Emission free vehicles: Stavanger municipality intends to announce all new competitions that deal with deliveries of goods and services, and shall have a minimum requirement that the delivery occurs with zero emission vehicles. We would like feedback from you on this being unreasonable and will significantly limit the competition. If the tenderer argues that such a requirement is unreasonable, concrete feedback is wanted on alternatives (e.g. that all deliveries with vehicles with a total weight of up to 3,500 shall be emission-free, but large deliveries that require a truck escape the requirement). We would like feedback on these questions by 28.10.2024 at the latest. Answers to questions shall be submitted in the "Communication" tab in Mercell.
