Oslo municipality c/o the Norwegian Welfare Agency, shall procure 24/7 services and respite services for persons with disabilities. The Norwegian Welfare Agency will coordinate the processes of acquiring new framework agreements for 24 hour services and respite services so that suppliers who want it can offer both services. Schedule The current framework agreement for respite services expires 20 June 2025 and the current framework agreement for 24/7 services expires 30 June 2025. The Norwegian Welfare Administration plans to announce the procurement in the last quarter of 2024. Why are we making a prior information notice? The aim of the procurement is to ensure respite and 24 hour services that cover the users' and district needs and enter into balanced framework agreements. In addition we would like to strengthen the user choice for 24/7 services. We would like to get in touch with as many potential tenderers as possible and implement a procurement that contributes to a varied tender offer that covers the needs. We will use this prior information notice to invite tenderers to a dialogue meeting on the new procurement. What do we need help with from you? We would like to have a dialogue with suppliers who provide services to the target group persons with disabilities or who are planning to start up such a service offer. Firstly, we would like input from suppliers on what they believe is important that the framework agreement facilitates, so that the users will get good services. Secondly, we would like input on what is important for suppliers in order to offer services to Oslo municipality. Thirdly, we want input on what is important for tenderers that the Welfare Agency is aware of, when the procurement now applies to both a framework agreement on 24/7 services and a framework agreement for respite services. We would like to get their input on, among other things: Respite Services • What needs do you see in the target group and how can the municipality and suppliers cover these in the best possible way? • The procurement shall cover the total need for respite services in the municipality, i.e. group respite care, housing respite and respite care without overnight stays. What does it take for you to submit a tender that covers one or several types of respite care - frameworks, terms and prerequisites for the competition? • What risks do you see in the delivery of respite services? • What considerations should be taken into account in the price model/which elements are priced? 24/7 services • How can we best ensure a versatile and good user choice? • What needs do you see in the user group and how can the municipality and suppliers cover these in the best possible way? • What does it take for you to submit a tender for 24/7 services - frameworks, terms and prerequisites for the competition? • What risks do you see in the delivery of 24/7 services? • What considerations should be taken into account in the price model/which elements are priced? Joint for both services • What possibilities are there for the use of welfare technology in respite and 24/7 services? What does it take for you to provide welfare technology services? • What does it take for you to submit tenders for both services - frameworks, terms and prerequisites for the competition? The meeting is open to all tenderers, both those who provide 24/7 services and/or respite services for persons with disabilities and those who are considering creating such a tender. Relevant employer organisations will also be invited to attend the meeting. We hope to see you 2 September 2024 at 12:00 in the study centre in Storgata 51 in Oslo.
