The following qualification requirements apply in the qualification phase: 1. Norwegian tenderers must have their affairs in order with respect to the payment of tax, payroll tax and VAT. 2. Tenderers shall be registered in Norway, either in the register of units or in the Register of Business Enterprises. 3. Tenderers shall have good credit worthiness. The minimum requirement for credit worthiness is rating A or equivalent. 4. Tenderers shall have experience from assignments with forest fire extinguishing with helicopter. 5. Tenderers shall have solid capacity, competence, resources and suitable manpower to carry out the deliveries under the contract. 6. Tenderers shall have operational licences issued by the Civil Aviation Authority. 7. Tenderers shall have a quality assurance system suited to the delivery and the risks involved. 8. Tenderers shall have a system and routines for reducing the most important the environmental impact of the delivery.
