Procurement of new long-distance Trains

See Contract 20-22 - "Class N10 FLIRT long distance trainsets", entered into between Norske tog and Stadler Bussnang AG. The contract was announced 31.03.2023. After the contract has been signed, Norske tog has, together with the operators, decided that it is necessary to make an adjustment connected to the "electrical coupler". The change concerns: "The electrical coupler head of the automatic front coupler is removed for the large-size Multiple Units, since it is not foreseen that there will be any multiple operation with another large-size or short-size Trainsets." The adjustment involves a change/update of an I-requirement. The I-requirements in the contract are defined as "For informational purposes only, not subject to evaluation." This applies to the following I-requirements: A02:8.1.b (I) - "An automatic coupler include both mechanical (including pneumatical) and electrical coupling/uncoupling possibilities and enable automatic coupling/uncoupling as well as a manual coupling/uncoupling." The parties agree to change the requirement to: A02:8.1.b (I) - "An automatic coupler include both mechanical (including pneumatical) and electrical coupling/uncoupling possibilities and enable automatic coupling/uncoupling as well as a manual coupling/uncoupling. For front end couplers of a large-size Multiple Unit the electrical coupling possibility may be removed." The adjustment does not involve an change for the M-requirement, but the mentioned I requirement nevertheless has an association with an M-requirement. In the contract, the M-requirements are defined as: "Mandatory requirements which must be fulfilled. NT will assess the requirements as either passed or failed. Failed fulfilment of a requirement leads to rejection of the Tender. The M requirement this applies to is: A02:8.1.1.a: "For Multiple Units and Configurable Units automatic couplers shall be mounted in both ends".
