Procurement of respite services and 24/7 services for persons with disabilities.

The Norwegian Welfare Authority has entered into framework agreements for respite services and 24 hour services for persons with disabilities. Separate framework agreements have been entered into for the following services: 24 hour services for persons over the age of 18 with disabilities and respite services for children and adults with disabilities. Respite services are divided into three types of services; Housing respite, respite relief and respite care without lodging. A competition has been held for each type of service, i.e. one competition for 24 hour services and three competitions for the different respite services housing respite, group respite and respite care without lodging. This notice is for the awarding of framework agreements for respite care, group respite and respite care without accommodation for children and adults with disabilities, as well as 24 hour services for persons over the age of 18 with disabilities. The total limit for the agreements is NOK 20 370 000 000. In addition to the total framework, the notice form requires that a concrete value for the tender will be given from each individual tenderer. Because the call-off mechanism for the agreements is user choice, it is not possible to establish a concrete contract value for each individual tender/contract. This will depend on how many users select the relevant tenderer, the relevant users ́ staffing needs, as well as the tenderer ́s offered price, number of places and options. In order to fulfil the requirements in the notice form, each tender has a fictive contract value. This value is the total contract limit divided by the number of tenders/contracts. We emphasise that the framework agreements ́ total value is NOK 20,370,000,000, and it is this sum that makes up the framework for the relevant agreements. I.e. it is within this sum that the contracting authority can make call-offs on the total framework agreements.
