Project 1004914 External Control Centre for Post and Goods (EKPV) Procurement of K313 Scanner System for Vehicles

Statsbygg would like, in connection with project: no.: 1004914 name: External control centre for post and goods (EKPV) to implement a qualification of participants who may be interested in submitting tenders for: K313 Scanner system for vehicles That Government Buildings has received in the assignment of KDD to establish an external control centre for post and goods (ECPV) outside the centre of Oslo. EKPV is a part of construction stage 1 in the project new Government Block (RKV) and is a security measure for the protection of the government block. The EKPV shall be located at Lienga 4, in Nordre Follo municipality. THE ECPV, including a scanner system for vehicles, shall be completed during the second quarter of 2025. The scanner system for vehicles will be procured by the Directorate of Public Construction and Property as a separate contract (this procurement). Statsbygg will enter into a turnkey contract for the engineering design services for and the construction of ECPV, including the vehicle hall as a separate contract (K210). The delivery of a scanner system for vehicles shall include, among other things, rigging, delivery, transport, assembly, commissioning, training and trial operation period, as well as service and maintenance in the trial operation period, warranty period and for ten years thereafter (total 12 years). The users of THE EKPV are the Norwegian Government Security and Service Organisation (DSS) and Statsbygg shall operate the property. DSS will join the contract between Statsbygg and the supplier of K313, and take over The Directorate of Public Construction and Property ́s rights and obligations in accordance with the contract. DSS will probably enter into the agreement after taking over of the scanner system for vehicles. Service and maintenance start after a certified Function Test. I.e. from the start-up trial operation period. The procurement is covered by the Regulations on Defence and Security Procurements (FOR-2013-10-04-1185) as the assignment will result in the tenderer ́s personnel having access to security worthy information, cf. the National Security Act ((LOV-2018-06-01-24) Security Act) § 9-1. The procurement will therefore fall under the definition 'security graded procurement', and the one that the Directorate of Public Construction and Property signs a contract with will be covered by the security law's provisions. The tender documentation will not be security graded in the competition for K 313 - scanner system for vehicles. Security graded information will only be made available to the tenderer after the signed contract when the necessary security clearances and authorisations are in place. In the execution of contract K313 there will be several security provisions that must be followed by the tenderer. The Directorate of Public Construction and Property will get a closer look at which security provisions will be relevant for K313 in the tender invitation.
