“Provision of Technical Support Consultant (TSY) Services of EDEYEP SA” of the Project "Development of a Carbon Capture and Storage Facility"

The subject of the contract is the ‘Provision of Technical Support Consultant (TSY) Services of EDEYEP AE of the project ‘Development of a Carbon Capture and Storage Facility’ (OPS code TA 5220193), as included in the approved National Recovery and Resilience Plan (NRRP) ‘Greece 2.0’. The actions included in this contract are as follows: • ACTION 1: INTERESTED ORGANISATION APPLICATION ASSESSMENT: Supporting the Contracting Authority from a legal, technical and financial point of view during the evaluation of the application (and any submitted data) of the interested entity, for the determination of the suitability of the geological formation as a CO2 storage site, the approval of the relevant environmental conditions, and the activation of the storage right of the entity in accordance with Article 173 of Law 4964/2022 (Government Gazette, Series I, No 150, 30.7.2022). • ACTION 2: PREPARATION OF A STORAGE AUTHORISATION PLAN: Preparation of a draft storage permit in accordance with Article 173 of Law 4964/2022 (Government Gazette, Series I, No 150/30.07.2022), including the basic conditions for the implementation of the project, the obligations of the holder of the storage right, etc. • ACTION 3: IMPLEMENTATION CONTROL: Supporting the Contracting Authority from a legal, administrative, technical and financial point of view in monitoring the implementation of the project by the holder of the storage right and its compliance with the terms of the storage permit and the legislative and regulatory framework for the RRF until the completion of the project. • ACTION 4: PUBLICITY AND PROJECT PROMOTION ACTIONS: Information and Publicity on the operations for the Implementation of the Project "Development of a Carbon Capture and Storage Facility". The information is addressed to the citizens of the European Union in order to promote the Project and ensure transparency. In this context, the contract with the contractor includes the elaboration of specific deliverables. The deliverables of the contract are the following: 1. P.Y. (Implementation Plan): Finalised project implementation plan (to be submitted by the contractor by the first half of the first month of the contract) 2. O.P1 (Progress Report 1): Quarterly Total Project Report, Month 3 3. E.P2 (Progress Report 2): Quarterly Total Project Report, Month 6 4. O.P3 (Progress Report 2): Quarterly Total Project Report, Month 9 5. O.P4 (Progress Report 2): Quarterly Total Project Report, Month 12 6. E.P5 (Progress Report 2): Quarterly Total Project Report, Month 15 7. E.P6: Final Report, Month 16 8. P1: Proposal Evaluation Report, Month 2 9. P2: Report on the Acceptance of Suitability of the Proposed Project, Month 3 10. D3: Drafting of the legal terms chapter, Month 3 11. P4: Drafting of Technical Specifications Chapter, Month 3 12. P5: Drafting of Financial Conditionality Chapter, Month 3 13. D6: Completion and editing of the Storage Permit Plan, Month 4 14.
