Qualification - Evaluation of trials with written-oral exam form.

The Ministry of Education and Research (KD) has asked the Directorate of Education (Udir) to examine the exam scheme for practice candidates. This is connected to an assignment from the Ministry of Education and Research to Udir and the Directorate for Higher Education and Competence (HK-dir). As a part of this review, the Directorate of Education and Training carries out an attempt with written-oral exam form in some vocational subjects. Currently, anyone who has not completed a normal training course must carry out and pass a central given written exam with local censorship before they can register for a trade or craft test. This applies to anyone who has not had training after the 2+2 model, i.e. 2 years in school followed by 2 years in the apprentice company. The practice candidate scheme is a very important scheme for adults to be able to formalise their competence. The aim of the trial is, among other things, to examine whether a written-oral exam form is better suited for the candidates than a five hour written exam. We shall also assess the economic and administrative consequences of introducing such an exam form. We have little experience with written orally as a form of exam within vocational subjects, and therefore have a need to obtain more knowledge in order to gain insight into the quality of such an exam form. Questions about quality can be connected to both validity, reliability, fairness and manageability. The trial will be carried out in a small selection of subjects in vocational subjects (see the annex for further information on previous trials with written-oral exams). Whether the exams shall be in the subject, is fixed and discussed in the curriculum in each subject, whilst the exams as final assessment, responsibility for exams, exam forms etc. are regulated in chapter 9 in the new regulations of the Education Act. The exam assignments and the exam implementation in the trial with written-oral exam form shall continue to deal with regulations connected to the exam in chapter 3. This includes § 3-22-§ 3-34 in the old regulations, and the chapter in the new regulations. The Norwegian Directorate of Education and Training reserves the right to political decisions that can lead to changes in the scope of the assignment.
