Bergen municipality shall procure a new HR system, delivered as a cloud service. The new system shall replace the HR functions in the current HR and payroll system (UNIT4 ERP/UBW HR, WebCruiter and Dossier). The system shall cover the municipality ́s needs within the following main processes and function areas: Recruitment Phase-in before and after assignment and phasing, Basic data HR and employment Personnel administration, employment conditions, absence and holidays, variable wages and allowances, document handling and document archive, distribution and signing, organisation structure, roles and access Competence holding, competence development and follow-up, competence management and competence management and Analysis Worker Follow-up Call support, sick leave follow-up, presence work, feedback, pulse measurements and surveys, Wage negotiation and strikesRol based work surface/portal Reporting and analysis Integrations and the exchange of data between different systems The agreement includes implementation and facilitation, including training, data conversion and establishment of integrations, as well as operation/management, user support and further development. A system change involves a great opportunity for Bergen municipality to get a modern HR system, which not only covers basic functionality, but that simplifies the working life of employees, managers, and professional resources. Bergen municipality needs a system built on safe technology, can reuse data across functionality and systems, follow fixed work processes and is easy to use. Tenderers shall offer services and systems/cloud services that cover the needs and requirements stated in the SSA-Cloud agreement with annexes and annexes. Bergen municipality would also like additional services such as consultancy services/consultancy and training services under the contract ́s management and options for expanded user support.
