The Norwegian Defence Estates Agency invites tenderers to submit an application for participation in a competition with prequalification (two-stage procedure), for the following services/projects: Framework agreement on project support services, for projects in Ramsund, Trondenes, Sortland and Haakonsvern.The framework agreement shall contribute to cover the contracting authority ́s need for consultancy and project support for the execution of several projects for the following locations: - Main location: Ramsund, in Tjeldsund municipality. assignments for projects at Trondenes in Harstad municipality, Sortland municipality, as well as Haakonsvern in Bergen municipality. Resources shall be offered for project support that shall cover the Norwegian Defence Estates Agency ́s total need for assistance with the execution of the projects. The projects that shall be carried out include renovation and new construction of quays with the accompanying infrastructure, construction and renovation of buildings within different categories, establishment of roads and infrastructure, site development and mass handling etc.Planned projects will include both execution contracts as well as turnkey contracts. The main work included in the contract will be project support in connection with: project establishment, detailed engineering design services, preparation of tender documentation and work basis, contracting phase, follow-up in the construction period, assistance with completion of MOM documentation and completion of contracts. A separate framework agreement shall be established for engineering design services/engineering design group. Project support services with resources within the necessary disciplines shall be provided. It is anticipated that the following will be the most important resources: Engineering Design ManagerSHA - Consultant (KP) Progress Planner Project Manager Project Administration/Project SecretaryIn addition, the following will be seen as relevant resources and will be included in the deliveries (the list is not exhaustive) :P rosject security coordinator Project Economist Contract Consultant, Construction ManagerSHA-Consultant (KU) Tenderer shall provide resources for all of these categories. The Norwegian Defence Estates Agency can also always have framework agreements that completely or partly overlap with this agreement. The main user of this agreement is Prosjekt og Utvikling (PoU). Other departments in the Norwegian Defence Estates Agency can also use the contract as agreed with the contract owner. The scope and length estimated scope of the delivery, including options, is NOK 150 -200 million. The estimated value of the framework agreement is NOK 250 million excluding VAT. This is an upper ceiling, cf. the ECJ ́s decision in C-216/17. The estimate is subject to uncertainty, as the number of planned projects in the area may change. Work in the contract will be paid in accordance with the elapsed time, possibly a fixed price in accordance with curant needs. The estimated length of the work will be from 2024 to 2032, provided that the project is executed as anticipated. It is anticipated that the main amount of detailed engineering design will be carried out in the period 2024 - 2028.Security and localisationIt shall be entered into necessary security agreements with the tenderer for the execution of the assignment. All resources shall be able to be security cleared and authorised to level SECRET/NATO SECRET. The work place for resources will be at Forsvarsbygg ́s premises at Haakonsvern, Bergen. Travel costs/travel time, diet and diet are not covered in connection with attendance at Haakonsvern, Bergen. The elapsed time will be covered in accordance with the hourly rates given by the tenderer/e in connection with the tender invitation. There will be some travel to other locations in connection with the execution of the assignments, Ramsund in Tjeldsund municipality, Sortland municipality and Trondenes in Harstad municipality. Travel costs, diet and diet, as well as travel time are covered for these locations in accordance with the Government Regulations. The projects and expected deliveries from resources within project support services will be further described in the tender documentation part III in the tender invitation. The contracting authority reserves the right to cancel the competition if there is a justifiable reason, e.g. if planned financing is withdrawn or lacks approval from political or military quarters.
