THE SUBJECT-MATTER OF THE PROCUREMENT The Finnish National Agency for Education is preparing to establish a Dynamic Purchasing System (DPS). This DPS covers expertise / technical support in the field of education related to developing countries. The assignments tendered through this DPS may include, for example, • expert advice and support to EDUFI and to developing country ministries and organizations in development of education, • conducting analytical studies, reviews and evaluations • drafting and updating policy guidelines and other documentation, • drafting and supporting developing action/project plans, • organising training Below is a list of the major work that included in the DPS, but not limited to: • externally funded projects, such as Team Europe Initiatives - The Regional Teachers Initiative for Africa (RTIA) which supports teacher education and teacher professional development in Sub-Saharan Africa, including providing Technical Assistance to ministries of education. - Opportunity-Driven Skills and Vocational Education and Training in Africa (TEI OP-VET) which provides targeted support to (re)orient existing or planned sector-specific skills and VET interventions in partner countries across Sub-Saharan Africa, including Technical Assistance. • and other similar work of the Finnish National Agency for Education, including FinCEED The DPS may include a variety of projects subject to procurement, which vary in size and in the type of specialized expertise required. The DPS covers implementation between 2025-2030. GENERAL INFO The dynamic purchasing system is a procurement procedure that is established by publishing a notice of participation in Hilma. DPS is open to all suppliers that meet the applicability requirements for its entire duration. All suppliers who have submitted an entry application for a particular notice of participation in DPS that meet the requirements will be selected for inclusion in the DPS. The Finnish National Agency for Education will carry out their mini-tenders between suppliers approved for the respective DPS. Please note that this is a prior information notice (hereinafter referred to as 'the notice') and that this notice is not a call for tenders or an invitation to participate. The information provided in this notice is preliminary and may change as preparation progresses. The aim is to publish the invitation to participate of this Dynamic Purchasing System in September 2025. MARKET DIALOGUE/ TEAMS-INFO The contracting authority will hold a Teams information session on Tuesday, 10 June 2025, at 1:00 PM (Finnish time), which all potential candidates are welcome to attend. The session will provide more details about the procurement and the implementation of the dynamic purchasing system. The session will hold in English. In addition, the contracting authority reserves the right to send a draft of the invitation to participate to potential candidates for comments. As part of a so-called market dialogue, potential candidates will be given the opportunity to provide written feedback on the draft material.
