Request for Information regarding CS-gas Hand Grenade

The Danish National Police has 2nd of July 2024 cancelled the tender procedure for CS-gas lot 1: “CS-gas 40mm x 46mm low velocity grenade ammunition” and lot 2 “CS-gas Hand grenade”. The cancellation is announced but has not yet been published on TED. The cancellation was due to mistakes and shortcomings in the tender material. Prior to a re-tender of lot 2 "CS-gas hand grenades", the Danish National Police will like to obtain further information about the market for CS hand grenades. The purpose of this request for information is to better understand the products on the market and how the best possible re-tender and material can be arranged. USE CASE DESCRIPTION The CS hand grenade is intended for use at street riots such as demonstrations, football matches or other major events where the police is present in the event of disturbances. The CS hand grenade is used outdoors and thrown by hand. The CS hand grenade is used in both offensive and defensive operations during street riots. Offensive as one of the tools that can be used to disperse a crowd. It can also be used as a means of power to create space for withdrawal or to rescue police personnel in trouble. The training variant is used for training but can also be used offensively together with or instead of the service variant. Thus it is crucial that the corresponding training version has the same functionality as the service variant. It is important that it is possible to operate the CS hand grenade and the corresponding training version wearing anti-riot gloves. The current CS hand grenade used by the Danish Police is thrown high with either an overhand or underhand throw over the desired point of impact. After a short delay, the grenade casing splits open with an explosion. Aluminum containers are spread over an area of approx. 12-15 meters in diameter, after which the aluminum containers ignite and they begin to emit CS gas. The discharge continues for approx. 25 seconds. The Danish National Police will like to invite relevant actors on the market for CS-gas products to provide input in relation to the market for CS hand grenades. Relevant actors on the market are encouraged to state if they have products that could meet the needs/usage described in the use case above and submit further information related to this. Please note that a relevant product is not necessarily a technical solution identical to the current CS hand grenade described above.
