The purpose of this RFI is to: § Provide all interested parties with equal access to updated information about Ruter's intent, service parameters, and potential commercial, contractual, and delivery structures — including partnership, concession, phased models, procurement, and other viable approaches § Invite high-level, non-binding responses across the full value chain § Enable market actors to begin forming partnerships and consortia ahead of a formal procurement process § Allow Ruter to refine its requirements and contract model based on market input
