FDFLOGCOM is conducting a market consultation by this RFI. The RFI is not a contract notice or a Request for Quotation (RFQ) initiating a procurement process. This RFI should not be construed as an obligation on the part of the Finnish Defence Forces to implement any procurement, and the decision on initiating a potential procurement process is made after the market consultation. In this RFI the "The Customer" means Finnish Defence Forces Logistics Command HQ (FDFLOGCOMHQ). "The Supplier", means the company providing the RFI information. The aim of the RFI is to collect information for evaluation of proposed opportunities and alternatives so that the potential procurement can be implemented as appropriately as possible. The following background information is to be used for the purposes of replying to this RFI. Concept of Operations: Small Arms Indoor Training Simulator MLU (SAS MLU) means software upgrade for existing shooting training system for hand-held (“shoot-and-look”) weapons such as Finnish assault rifles, pistols and light anti-tank weapons. Original equipment manufacturer is SAAB AB, Training and Simulation, Huskvarna, Sweden. SAS MLU shall include new computers, 4K videoprojectors, user training and 68 pcs light anti-tank weapons. Upgrade shall be done to 61 studios in total. There are 61 systems and they are located in military units providing conscript training all over Finland. Existing equipment which will remain in use and must be 100% compatible with new equipment are: 6 pcs assault rifle replica weapons in each studio, 6 pcs 9 mm pistols in every place but in one place 12 pcs. Each studio has 2 light anti-tank weapons, silent air compressor, CO2 filling station, special camera, speaker system and silver screen. Existing equipment shall be 100% compatible to new equipment, software etc. The SAS MLU will be used for: 1. Basic marksmanship training • In this mode have to be able to perform basic shooting exercises to stationary (virtual) targets as in a firing lane. These exercises for teaching the basics of shooting (breathing, aiming, firing and re-aiming) the weapon with none or very little external variables that the shooter needs to take into account (like the wind etc). • These types of exercises have a need for very high level of (automated) feedback to teach the shooter what is currently being done wrong or was done wrong. 2. Advanced weapons training • Dynamic and more challenging shooting exercises in combat-like scenarios that include as part of exercise taking into account the wind speed and direction, distance to target (“bullet drop”), leading to moving target, magazine changes, reloading and the use of different firing positions. Dynamic shooting exercises are done as individuals (1 soldier at a time) and the targets are preferred to be “human-like”. 3. Tactical shooting exercises up to team level (2-4 soldiers) • Tactical shooting exercises are like dynamic shooting exercises but are done with 2 or more shooters at the same time. • With several trainees reacting to the same simulation/scenario, the system needs to make possible of training the use of weapon and tactical skills (calling targets, communicating, using covering fire etc.). All the shooters need to be able to shoot any target on the screen. 4. Decision-making training considering the use of weapons • These types of exercises focus on whether or not the shooter takes or don’t take the shot in different scenarios and was the shot “justified”. In all cases SAS MLU needs either to assist the instructor to provide feedback and possible corrections to the shooter or provide them to the shooter automatically. The SAS MLU is assumed to consist of: • existing indoor shooting range, a “studio” that contains the necessary hardware like screens, tracking systems, speakers etc • upgraded software(s) that simulates the environmental effects and the ballistics, tracks the shots, calculates the effects and visualizes the scenario to the trainees • existing weapon mock-ups/replicas that emulates the use of real weapons and allows the trainees to “shoot” to virtual scenario. The types of weapons are Finnish assault rifles (7.62 RK 62 and 7.62 RK 95), Light anti-tank weapon (M72 Mk II EC) and pistol (9 mm Glock 17). • 68 pcs more light anti-tank weapons (M72 Mk II EC) that are compatible existing light anti-tank weapons • instructor’s assistance, that helps the instructor to select, run and evaluate the scenarios. This should be a traditional workstation. • database of the scenarios • support and maintenance • quarantee for new equipment and software. The Supplier shall agree that quarantee is valid also with using existing equipment. • detailed SAS MLU software and hardware requirements are presented in Appendix 2.
