The Health Service Executive (HSE), representing all Publicly Funded Health Agencies, invites proposals from qualified firms to design and deliver a tailored training and development programme. This programme will focus on leadership development, integrating compassionate leadership, kind management, and quality improvement. To support this transformation, we seek a Leadership Development and Quality Improvement Programme for 300 senior leaders, with potential to extend to other levels of leadership and management. The programme should offer practical tools for implementing compassionate, values-driven leadership and a quality improvement framework. Additionally, the provider should include e-learning resources to reinforce key approaches and core skills necessary for sustaining culture change. The training will include structured feedback mechanisms such as 360-degree appraisals, initially piloted with 30 leaders, with the option to extend. Each leader will receive four days of in-person training over an 8-week period, to be completed by the end of 2024. The HSE South-West will provide the training venues. It is proposed that the initial cohort will be award is from October to December 2024, the contract may be used to drawdown as may be required until December 2026. The budget for the initial programme, including training and appraisals, is €150,000 excluding VAT. The HSE will cover fees on behalf of its employees and retains the right to select service providers for the programme.
