SÅTE IKT intends to enter into agreement with Eidsiva Bredbånd AS for the delivery of internet access to the municipality ́s locations in Stor-Elvdal, Åmot, Trysil and Engerdal. Eidsiva Bredbånd AS is the current supplier and has already established high speed connections to almost all of the municipality ́s locations. The contracting authority will assess the situation as a sole supplier situation, where Eidsiva Bredbånd AS has built up such a comprehensive infrastructure in the area that other actors will not be able to compete on equal terms. Over the past two years, the contracting authority has actively worked to open up the network to pure internet connections, but has faced considerable challenges related to high costs, risk of operational disruption and the technical complexity involved in such a transition. Because of these factors, it has not succeeded in implementing the transition.
