The contracting authority needs to enter into agreements with suppliers of transport between their place of residence and school for pupils who cannot use public transport in the Oslo school, private schools and competence centres. Other transport, for example, to school camps, 17 May and between schools/training places 3, is not a part of this procurement. It is the contracting authority ́s responsibility to facilitate the transport so that the pupils can carry out their statutory right and duty to training. The Education Act gives no guidelines on how the transport shall be organised and carried out. The main rule is that students with the right to free school transport, receive a travel card or grants equivalent to the travel card with Ruter. Students who cannot use public transport due to reduced functional abilities or temporary injury/illness can be granted taxi transport. In addition pupils in the first grade and in some cases 2nd grade can be granted taxi driving if the school road is assessed as particularly dangerous/difficult. The tenderer will be responsible for the daily organisation of pupil transport. The tenderer shall cooperate with the schools with facilitating the transport so that the pupils carried out their statutory right and duty to training. The transport shall take place from the pupil ́s residential address, possibly a permanent collection place/place to download that is agreed with the school. Some pupils can have several residential addresses/collection places - for example, guardians can stay at different addresses for shared care, or the pupil may have one or more respite care offer 7. The company/deployment place is seen as the school for students who are placed in practical places. Trips between school and residential address/collection place can be replaced by trips between school and respite care homes.
