ESA will issue a procurement for a multi-year ‘Support Service for Copernicus Data Quality and the Copernicus Contributing Mission Activity’. Copernicus makes available to users not only data from the Copernicus Sentinels but also from other (commercial) complementary missions, called Copernicus Contributing Missions (CCMs). The management of the data supply from these CCMs is facilitated by tailored operational ground segment services and user support functions which, together with the contractual arrangements with the commercial EO data providers, constitute the Copernicus Contributing Mission (CCM) Activity. The CCM Activity is operated by ESA, on behalf of the European Commission. In order to provide EO products which are fit for purpose for environmental monitoring applications using the data from this variety of sensor types, a wide and complete range of expertise in EO satellite data is required within the Copernicus Space Component to carry out the quality control of the data. This expertise is provided through the Mission Performance Clusters (MPCs), which are teams of scientific EO experts who calibrate and validate the data received from both the Copernicus Sentinels and the CCMs to ensure that they are fit for purpose. The ‘Support Service for Copernicus Data Quality and the Copernicus Contributing Mission Activity’ shall, under ESA’s overall management, supervise these activities and handle the interactions with the external organisations which are integral to the Copernicus Data Quality operations and the CCM Activity, such as: the MPC and Fiducial Reference Measurement (FRM) consortia, contractors involved in Copernicus ground segment operations, Copernicus data quality working groups, the CCM Rapid Response Desk Service, ESA’s Copernicus Data Space Ecosystem (CDSE) and EUMETSAT’s WEkEO platform, the CCM data providers (both established and emerging), as well as the Copernicus Services. The Support Service team shall analyse the output these external organisations generate, and it shall ensure the correct and timely flow of information between the various actors. The Support Service shall monitor the fluid supply of commercial CCM data across the systems to the Copernicus Services and it shall intervene where necessary to ensure timely delivery of the data. This supervision and coordination requires a high level of technical expertise in EO operations, applications and data analysis, as well as independence from the companies operating the MPC and FRM contracts, and the contracts which together constitute the CCM Activity. The Support Service will be funded by the EU Multiannual Financial Framework (MFF) 2021-2027, under the Copernicus component of the EU Space Programme. In line with the signed FFPA and relevant Contribution Agreement, ESA is delegated by the European Commission to manage this activity. ESA adapted procurement rules will apply to this procurement action, which will be issued as a two-stage open competition, with specific participation conditions. The specific participating conditions which will apply to this procurement will be set out in the TA package.
