Valtiokonttori (State Treasury) invites candidates to a Competitive dialogue for the procurement of a new treasury system, including technical systems and systems integration services required for implementation as well as other services in accordance with the description of the procurement as further defined on Annex 1 "Procurement description". Candidates are expected to have a track record of delivering similar Treasury systems to description of the procurement, where treasury system based on COTS (Commercial Off-The-Self) technology has been implemented. The procurement process will be carried out as a Competitive dialogue (negotiated procedure) with pre-qualification of candidates pursuant to the Public Procurement and Concessions Act (1397/2016, Public Procurement Act). The State Treasury has utilized the same COTS treasury system and services related to it for a long time. During this period, technology, market requirements and procedures, as well as architectural approaches have been greatly developing. The intention is to find modern COTS solutions with comprehensive services, integration abilities and appropriate client references. The State Treasury uses the Treasury system to manage the issuance of government debt, payment transactions, derivative hedging (FX and interest), collateral, FX-trades and the investment and management of cash and cash equivalents. The Treasury system is also used to provide reporting and accounting. The objectives of the upcoming Treasury system reform are: − Improve administrative efficiency and decision-making − Reduce manual work and risk of human error by introducing more STP processes in transactions management. − Enable more accurate and real-time financial monitoring − Support long-term planning and predictability of central government finances − Raise cyber security and continuity capabilities to an advanced level In addition, the Treasury system is expected to be easy to use and scalable so that it can serve the needs of the state in the long term. The scope of the procurement is described in more detail particularly in Annex 1 "Procurement description".
