Upgrading ESMI access control

Levanger municipality has a ESMI access control system in several of the municipality ́s buildings (17 locations). There is a need for a security upgrade of a server, with the subsequent assembly of a new Multi-box next to the existing AX central. With such an upgrade, the existing switchboards, cabling and door environment can be kept, so that such replacements are not allowed. The chosen tenderer is the only tenderer in Norway for this access control system (EMSI). The alternative to direct awarding to the tenderer is a competition for a new access control system. The upgrading is estimated to NOK 2.67 million excluding VAT. The replacement to the new access control system is estimated to be between NOK 9 and 12 million. It is, therefore, most appropriate that the existing system is used further, instead of replacement. Replacement will result in significantly greater costs, environmentally increased consumption as all of the components must be replaced. Furthermore, access control is procured in construction projects, and as such the actual procurement of the system is outsourced to competition at an earlier opportunity. Such a security upgrade is therefore a natural part of the system ́s previous procurement.
