Voluntary ex ante transparency notice: MALDI-TOF mass spectrometers for the University Hospital of North Norway Health Trust.

Rapid and accurate bacteriological identification is absolutely necessary for all rational treatment of bacterial infections including appropriate use of antibiotics. Diagnostics in this field, the University Hospital of North Norway HF (UNN) has been revolutionised over several years by using mass spectrometry with MALDI-TOF. UNN currently has two MALDI-TOF instruments. The oldest is from 2013 and is about to be discarded. It is therefore necessary to replace this with an equivalent instrument. Reasons for direct procurements: MALDI-TOF provides quick and precise answers of high quality with minimal operational costs. Access to alternative identification cannot be maintained as regards competence, instrumentation and consumables. This gives high vulnerability in the event of operational stoppages. With two instruments, the instruments can relieve each other pending service and repair (back-up). It is not appropriate to procure a completely different type of instrument as this will result in a lot of extra work as regards the implementation, integration (interface) with the laboratory system, new contracts on instrument/consumables and operation. There will be unnecessary logistics and additional work with two different systems in operation. Sykehusinnkjøp therefore believes that it is necessary to implement the procurement without a competition. If objections are not received, contracts will be signed after the waiting period expires.
